Normalisering av ojämlikhet i Göteborg

I den här artikeln argumenterar jag för att stadsplaneringen domineras av ojämlikhetsrealism – ett ideologiskt ramverk och en styrform som normaliserar ojämlikhet och prioriterar åtgärder som leder till att segregationen fördjupas, trots att politiken kan ha satt upp andra mål. I fokus för analysen står Göteborgs stads satsning på att minska ojämlikhet och segregation med stadsplanering som ett av redskapen. Genom att analysera kedjan från politiska mål till genomförande visar jag hur jämlikhet systematiskt bortprioriterats och vilka mekanismer som bidragit till detta. Analys av centrala dokument och intervjuer med politiker och tjänstepersoner framhäver flera samverkade processer som tillsammans genererar en styrform som benämns ”ojämlikhetsrealism”.
